Behind King Tormax's Throne room. You will find a room lined with giants. They are not on Tormax faction, but you must be at least tolerable to him or you will never make it past him. They are either on Kromrif, or Kromzek faction, I'm not sure which.
Find
Valdern Blackhammer he will offer to make you Malevolent Vampraces if you bring him ancient tarnished plate vambraces and three flawed emeralds.
Ancient Tarnished Plate Vambraces drop rarely in the west wing of the Temple of Veeshan (not in the Halls of Testing). Flawed Emeralds can be found in various Velious zones. Siren's Grotto seems to have the highest drop rate for all types of quest gems, but Velketor's Labyrinth is more popular and also yields gems.
