Behind King Tormax's Throne room. You will find a room lined with giants. They are not on Tormax faction, but you must be at least tolerable to him or you will never make it past him. They are either on Kromrif, or Kromzek faction, I'm not sure which.
Find
Valdern Blackhammer he will make you a Malevolent Greaves if you bring him ancient tarnished plate greaves and three flawed sea sapphires.
Ancient Tarnished Plate Greaves drop rarely in the west wing of the Temple of Veeshan (not in the Halls of Testing). Flawed Sea Sapphires can be found in Siren's Grotto, Velketor's Labyrinth, and various other high level zones on Velious. Siren's Grotto appears to have the highest drop rate for all quest gems.
