Find Dalgrim in Thurgadin. I'm not sure where to find him, because I hate dwarves. He will make you Dark Runed Boots if you bring him three pieces of crushed black marble and corroded plate boots.
Corroded Plate Boots drop rarely in Kael Drakkal. The best reported place to find them is in the arena from giants above level 53. Pieces of crushed black marble can be found in Siren's Grotto, Velketor's Labyrinth, or most other high end Velious zones.
